
ARTICULATION BETWEEN PUBLIC AUTHORITIES AND SOCIAL MOVEMENTS FOR THE PROMOTION OF SUSTAINABLE AND HEALTHY TERRITORIES (OBSERVATORY OF SUSTAINABLE AND HEALTHY TERRITORIES)
Created from a partnership between the Oswaldo Cruz Foundation (Fiocruz) and the Forum of Traditional Communities of Angra dos Reis, Paraty and Ubatuba (FCT), the Observatory of Sustainable and Healthy Territories (OTSS) is a technopolitical space for generating critical knowledge, based on the dialogue between traditional and scientific knowledge, for the development of strategies that promote sustainability, health and rights for the well-being of traditional communities in their territories.




PROBLEM SOLVED
At various times, public authorities and social movements have been aligned in relation to the need for joint promotion of Sustainable and Healthy Territories (SHT). However, the public administration lacks arrangements capable of institutionalizing partnerships of this type. The Bocaina Observatory of Sustainable and Healthy Territories is an institutional program of Fiocruz that is moving in this direction, with general coordination shared between the Oswaldo Cruz Foundation (Public Authorities) and the Traditional Communities Forum (Social Movement) for the promotion of SHT in the Bocaina region, the scene of several socio-environmental conflicts and the largest continuum of preserved Atlantic Forest between the southern coast of Rio de Janeiro and the northern coast of São Paulo.


SOLUTION ADOPTED
The OTSS proposes a governance model whose premise is the direct participation of community members in the design, management, execution and evaluation of all projects developed, with dialogue facilitated by the creation of integrated committees with entities representing traditional peoples and by the composition of teams composed of community and non-community technicians. This structure aims to allow the development of territorialized actions to move forward in step with the ongoing training of community technicians and also seeks to encourage the political protagonism of traditional communities for the construction of development models aligned with their traditions, needs and values. This governance system can be represented by adapting the methodology for promoting Sustainable and Healthy Territories (TSS) developed by OTSS throughout its history of operation in the territory, as shown in figure 1. The starting point is the recognition of demands from the territories themselves, followed by the articulation of knowledge between academic and community researchers for the development of solutions, the activation of common community governance and management spaces capable of facilitating the implementation of the developed solution and support networks willing to expand its reach through the exchange of experiences and its incorporation into public policies.


RESULT ACHIEVED
Participation in Councils and Committees
- Active participation in nineteen regional councils, committees and other collegiate bodies.
- Participation in the general management of the Ilha Grande Bay Hydrographic Committee.
- Integration in the plenary and technical chambers of governance of Traditional Peoples and Water in the Cairuçu APA Council.
Legal Advice and Conflicts
- Preparation of Terms of Commitment and Free and Informed Prior Consultation Protocol.
- Preparation of actions and monitoring of legal instruments.
- Collaboration with City Halls, Iphan, Incra, MPF and Public Defender's Office.
- Holding of 2 Socio-Environmental Justice Meetings.
- Training on topics related to large enterprises.
Agroecology
- Development of agroecological plans.
- Implementation of agroecological management of the Juçara Palm.
- Handling of non-timber products for handicrafts.
- Encouragement of artisanal flour production.
- Collection and maintenance of native seeds.
- Implementation of agroforestry systems.
- Implementation of reforestation projects.
Ecological Sanitation
- Construction of bathrooms and evapotranspiration tanks in conjunction with the community.
- Creation of an ecological sanitation manual to territorialize solutions.
- Holding seminars on ecological sanitation in the territory.
- Experience highlighted as an example in the country's national rural sanitation program, built collectively.
Differentiated Education
- Coordination and support for a network of partners, including the FCT's Support Group for Differentiated Education, formed by institutions such as FIOCRUZ, UFF, CPII, UFRJ, PEA, Raízes e Frutos, in addition to community leaders.
- Collaboration with SME/UFF/CPII in the training of teachers for the 1st segment of quilombola schools (Campinho and Cabral) and caiçaras (Sono, Pouso, Calhaus, Mamanguá, Ponta Negra, Ponta Grossa, Juatinga), and the 2nd segment (Sono and Pouso).
