INTERINSTITUTIONAL COACHING AND POLITICAL ADVOCACY TO PROMOTE THE RIGHTS OF ARTISANAL FISHERMEN AND FISHERWOMEN
A working group that brings together fishermen and women, acting politically in the analysis, debate and promotion of public policies related to fishing, as well as in coastal and marine management initiatives. This group builds strategies for collective action to defend fishing and marine territories.

PROBLEM SOLVED
Artisanal fishing has historically been invisible in public policies aimed at fishing and aquaculture activities, in addition to being criminalized by environmental and conservationist policies that fail to reconcile human activities with the protection of nature. However, traditional peoples and communities have demonstrated in practice, for generations, the compatibility between their activities and environmental conservation, which also applies to traditional artisanal fishermen and women. Currently, threats such as large-scale oil exploration projects, marine pollution in the coastal zone, the increase in industrial fleets encouraged in the 1980s, as well as the promotion of sport fishing and marine aquaculture (mariculture), make it necessary to organize and socially control government policies.

SOLUTION ADOPTED
In Ubatuba, Paraty and Angra dos Reis, caiçara fishermen and women organized themselves into a Working Group to fight for their rights and share information in fishing communities. This group promotes the articulation and mobilization of leaders for the social struggle. With the support of technical advice on fisheries and coastal-marine management, the community space for discussion and defense of ancestral artisanal fishing practices is qualified to exercise political and technical influence in decision-making spaces regarding the activity. In addition, it seeks to build social solutions for the historical reparations necessary for artisanal fishing carried out by traditional communities.

RESULT ACHIEVED
The organization and political articulation of community leaders promote qualified and critical intervention, strengthening political identity, guaranteeing acquired rights and increasing the visibility and importance of traditional practices.
