
COMMUNITY DISASTER RISK CONTINGENCY PLAN
The process of collectively developing community plans to deal with disaster risks, carried out with traditional communities in areas vulnerable to socio-environmental and technological risks, aims to develop skills and abilities to deal with disasters. Such actions also aim to strengthen local management of the SUS, integrating environmental surveillance, civil defense and social assistance for the effective promotion of health equity.




PROBLEM SOLVED
The Bocaina region is subject to socio-environmental risks, such as floods and landslides, as well as technological risks, such as oil spills. Considering that disasters result from the interaction between humans and the environment, affecting the health and safety of people during and after the events, it is essential to develop responses that recognize this interconnection. This requires an integrated approach that addresses the challenges and proposes solutions through risk management models that balance threat, exposure and vulnerability. This approach aims to increase the socio-environmental response capacity and places the formulation of responses as a crucial challenge for workers in the Unified Health System (SUS).


SOLUTION ADOPTED
The methodology involves conducting a participatory assessment with traditional communities to identify the region’s specific socio-environmental and technological risks, taking into account both traditional and scientific knowledge. This assessment includes the analysis of existing data and information, as well as conducting field research and interviews with community members. The goal is to map the community’s existing vulnerabilities, considering physical, socioeconomic and cultural aspects, which will help identify areas of greatest risk and understand the community’s needs and capabilities. The methodology also promotes community training and education through workshops, courses and training, aiming to develop skills and abilities to face disasters. These activities address topics such as prevention, mitigation, preparedness, response and recovery from disasters, always taking into account traditional knowledge and local practices. A participatory planning process is then developed, in which the community, in partnership with specialized professionals, identifies and prioritizes actions to face disaster risks. These actions may include infrastructure measures, community organization, warning systems, evacuation strategies and other interventions that aim to reduce community vulnerability.
