REGULARIZATION OF AREAS OF TRADITIONAL USE OVERLAPPED BY CONSERVATION UNITS (UCS)

The coordination for issuing official documents, such as Sustainable Use Authorization Terms (TAUS) and Real Right of Use Concession Contracts (CCDRU), or for signing terms of commitment between local communities and Conservation Units (UC), must be carried out in accordance with the specific reality of each location. The objective is to establish clear rules for coexistence and permanence, balancing traditional ways of life with environmental conservation and promoting socio-environmental justice.

LEGAL ARTICULATION FOR SOCIO-ENVIRONMENTAL JUSTICE: GUARANTEE, SUPPORT AND MONITORING OF THE RIGHTS OF TRADITIONAL COMMUNITIES

The actions of Fiocruz and FCT, through the OTSS, aim to provide technical and legal advice through knowledge exchange and dissemination of rights, allowing the appropriation of norms and laws by the directly affected traditional peoples. In addition to knowledge exchange, there is strategic, judicial and administrative litigation, with direct action in the Judiciary and in the administrative spheres to defend the rights of traditional peoples and communities. In the process, dialogue round tables may be held to promote socio-environmental justice, which are temporary mechanisms for citizen participation, providing a space for interaction between representatives of organized civil society and municipal authorities. These round tables seek to promote discussions and agreements on strategic issues that affect the day-to-day life of the PCTs and directly impact their conflicts.

DIFFERENTIATED EDUCATION

Differentiated Education understands school education as an instrument for defending territories, promoting the collective construction of an integrated and interdisciplinary curriculum. This curriculum aims to strengthen local culture, establishing a permanent dialogue between school knowledge and the traditional knowledge of communities. Differentiated Education strives to guarantee the provision of Elementary Education in the communities themselves, articulating its curriculum with the rural, ethnic context and local traditions.

DIRECT MARKETING OF AGROECOLOGICAL PRODUCTS THROUGH SHORT CIRCUITS

The commercialization of agroecological production in short circuits strengthens local agrobiodiversity and guarantees greater access to income for producers, eliminating middlemen. This promotes sustainability and democratizes the distribution cycle, contributing to food and nutritional security and sovereignty, in addition to improving environmental health and generating employment and income.

COOPERATION BETWEEN DIFFERENT ETHNIC GROUPS TO PROMOTE THE RIGHTS OF TRADITIONAL PEOPLES AND COMMUNITIES (TRADITIONAL COMMUNITIES FORUM)

The Traditional Communities Forum (FCT) is a tool for coordinating social movements that bring together indigenous, quilombola and caiçaras communities from Angra dos Reis, Paraty and Ubatuba. This movement jointly articulates the agendas and demands for the promotion of rights and the defense of traditional territories of the three cultural groups, strengthening their political influence far beyond what each group could achieve on its own. Its re-applicability is relevant for the empowerment and strengthening of traditional communities in the design of territorialized public policies that promote socio-environmental sustainability.

SOCIO-ENVIRONMENTAL JUSTICE MEETINGS

A space for interaction promoted by the Traditional Communities Forum between researchers, representatives of traditional communities, federal prosecutors, public defenders and other justice actors, managers of conservation units and environmental agencies, with a focus on promoting the social development of traditional communities associated with environmental preservation and the strengthening of rights to transform conflicts. It promotes the integration of socio-biodiversity and socio-environmental justice.

INSURGENT SOCIAL CARTOGRAPHY

The process of characterizing traditional Caiçara, Quilombola and indigenous territories is carried out through social cartography of these communities, using the methodology of the New Insurgent Social Cartography and action research. This process is deepened and complemented by other participatory methodologies, with the objective of producing materials that reflect the socioeconomic, environmental and cultural reality experienced by these communities. In addition, it aims to map the conflicts that threaten these communities and to explain the traditional practices that constitute their collective identity. Insurgent social cartography allows the delimitation of the occupied territory from the perspective of those who truly understand this reality, promoting a faithful and authentic representation of traditional territories.

COMMUNITY DISASTER RISK CONTINGENCY PLAN

The process of collectively developing community plans to deal with disaster risks, carried out with traditional communities in areas vulnerable to socio-environmental and technological risks, aims to develop skills and abilities to deal with disasters. Such actions also aim to strengthen local management of the SUS, integrating environmental surveillance, civil defense and social assistance for the effective promotion of health equity.

SOCIAL MAPPING OF FISHERIES

Social cartography of fishing is a mapping process carried out by residents of the fishing community, with technical support from OTSS researchers. This process allows the identification of traditional artisanal fishing practices that constitute the collective identity of the community, as well as conflicts that threaten the territory. The construction of social cartography provides an opportunity for the community to reflect on the historical use and occupation of its territory and habitat, in addition to planning sociopolitical strategies for the sustainable use of its natural resources.

COMMUNITY-BASED TOURISM (CBT)

Community-Based Tourism (CBT) promotes the protagonism of communities in the processes of organizing, managing and implementing tourist itineraries in their traditional territories. This tourism model serves as a bridge between diverse cultural, productive and traditional activities, respecting the particularities of quilombola, indigenous and caiçara identities, while fostering the integration and appreciation of these identities. CBT not only preserves and celebrates cultural practices and traditional ways of life, but also strengthens the social cohesion and economic sustainability of the communities involved.

JOINT MARKETING OF COMMUNITY-BASED TOURISM ITINERARIES

The Community-Based Tourism Itinerary Marketing Center, an initiative of the Nhandereko Network, aims to reduce the vulnerability of communities in commercial relations. The Center trains community members to market their CBT itineraries in a joint and collaborative manner.

INTERETHNIC COACHING FOR THE PROMOTION OF COMMUNITY-BASED TOURISM (NHANDEREKO NETWORK)

The Community-Based Tourism Network (Nhandereko Network) is an initiative that brings together several communities, collective, individual and family enterprises of caiçaras, indigenous people and quilombolas that are members of the Traditional Communities Forum. The initiative's name is based on the Guarani word Nhandereko, which means “our way of being”.
